Cover edges are quite creased, corners are bent, large bump in middle of spine causing crease to document, spine is creased with tears to paper, spine ends are bumped with tears. Ex. library stamps on front cover, red ink underline below 'Hearings' on front cover title. Top and bottom page edges are dirty, chipped edges. Some interior pages and corners are creased, paper is clean and text is easily legible. Document in VG- to VG condition.
